Contested Sovereignty in a Changing Arctic

Climate change is challenging the notions of permanency and stability on which the ideal of the sovereign, territorial state historically has rested. Nowhere is this challenge more pressing than in the Arctic. As states expand their sovereignty claims northward in pursuit of potential opportunities (in many cases made possible by climate change), these same states are being confronted with the region’s increasing territorial indeterminacy (which also is exacerbated by climate change). To investigate how climate change is challenging the territorial imaginaries around which notions of sovereignty historically have been based, we turn to three debates in the contemporary Arctic: the question of sovereignty in the Northwest Passage, conflicts over territorial control in the Arctic Ocean, and the potential for enhanced multilateral governance. Through our study of these debates we engage the Arctic both as a region that is undergoing climate change’s most extreme impacts and as a laboratory for understanding how these and similar impacts might modify the spatial organization of political authority across the world. Global gateways as telecoupled human and natural systems: The emerging case of the Bering Strait

Numerous narrow marine passages around the world serve as essential gateways for the transportation of goods, the movement of people, and the migration of fish and wildlife. These global gateways facilitate human–nature interactions across distant regions. The socioeconomic and environmental interactions among distant coupled human and natural systems affect the sustainability of global gateways in complex ways. However, the assessment and analysis of global gateways are scattered and fragmented. To fill this knowledge gap, we frame global gateways as telecoupled human and natural systems using an emerging global gateway, the Bering Strait, as a demonstration. We examine how three telecoupling processes (tourism, vessel traffic, and natural resource development) impact and are impacted by the coupled human and natural system of the Bering Strait Region. A New Ocean: The Legal Challenges of the Artic Thaw

Arctic warming poses considerable legal challenges to the region. The fast disappearance of polar ice will increase economic activity, destabilize the environment, and create a host of security issues. Previous discussions have tended to focus on one of these facets in isolation. This Article aims instead to provide the reader with a comprehensive, up-to-date picture of the Arctic region’s legal needs. The Article first addresses navigation and natural resource disputes arising from the expected increase in Arctic shipping and hydrocarbon exploitation. It then examines the pollution and conservation challenges this increase in human activity will bring. Finally, it analyzes the human security, law enforcement, and military security issues brought about by the Arctic thaw. The Article concludes by critically evaluating the international community’s current institutional responses to Arctic warming and considering possible measures to address current response gaps, including the possibility of a holistic treaty.
