E‐Government systems in South Africa: An infoculture perspective

The purpose of this study was to investigate challenges surrounding e‐Government systems in South Africa and their origins. Based on interviews with senior managers/ senior state administrators as the key method and on qualitative data analysis, challenges were identified within the cultural environment of the senior managers, their positioning in relation to e‐Government systems, organizational processes, and in the policy domain. A specialized cultural analysis based on the informing culture framework was applied in order to deepen understanding of the challenges' origins. It revealed a hybrid of an immature bureaucracy and a mature clan informing culture as deep‐seated aspects of the socio‐organizational context surrounding South African e‐Government systems. The contributions of this research are in advancing theorizing on e‐Govern-ment and in helping the senior managers/senior state administrators to develop a better understanding of the cultural environment that they are expected to work in.

Implementing an immersive environment: A critical review of literature

It is widely believed that the use of immersive environments (e.g. games and virtual worlds), specifically electronic-based, can improve learning (i.e. problem solving and deep learning) of students. This study explores the effectiveness of an immersive environment on students' computer literacy, critical thinking, problem solving, cognitive abilities and attitude, by performing an analysis of research studies performed world-wide in the last five years. Constructing an analysis, a critical review of the extant literature on immersive environments was performed, utilizing prominent electronic educational research databases. The literature reviewed indicates a positive relationship between the implementation of immersive environments and student performance. These performance increases specifically relates to problem solving abilities, critical thinking, cognitive abilities and attitude. This paper only reflects on the existing literature to provide guidance as to current research related to immersive environments and the implementation thereof at educational institutions world-wide.
The development of UK government policy on citizens' access to public sector information

This paper describes research to investigate the development of United Kingdom government policy on citizens' access to public sector information from 1996 to 2010, the first such significant project from an information science perspective. In addition to mapping UK policy documents, the main research method was the undertaking of semi-structured interviews with key stakeholders from both inside and outside government. Main findings are: uneven progress in the development of citizen-centric services; the continuing need for intermediaries; and a lack of information literacy policy. The paper also charts the increase in the opening up of government data for re-use during 2009 and 2010. It is considered significant that this increase in transparency, by both main political parties, should come at a time when trust in government was low, citizens' expectations of electronic access to information were rising and the technology was enabling new channels for engagement. E-Government Implementation: A Reflection on South African Municipalities

The objective of the paper was to understand the challenges towards e-Government implementation in South Africa. The paper contributes to the ongoing discussion regarding the challenges facing e-government implementations in developing nations. It presents the outcomes of several discussions conducted with representatives from the municipal sector. These included semi structured interviews and a workshop with 40 attendees resulting in qualitative primary data. Through the application of an inductive thematic data analysis, the paper reflects on the critical role that municipalities hold in pursuing e-Government. It further discusses the different stakeholders that may influence the manifestation of e-Government for municipalities. It also highlights the barriers identified by respondents that require consideration from local government. The barriers include governance related issues, access to resources, leadership, ICT skills and funding.
